On June 4, 2026, Canadian Prime Minister Mark Carney unveiled the national AI strategy "AI for All." It is a five-year plan through which Canada, a birthplace of AI research where only 12% of businesses have adopted AI, aims to regain ground under the banners of trust, opportunity, and sovereignty. What stands out is that the keyword running through the entire strategy is "Sovereign AI." Sovereign AI refers to the idea of keeping the foundations that power AI, such as compute, data, and models, under domestic control rather than relying on foreign companies or governments. This article lays out the core of the strategy and then explains what it means for startups and investors.The Core of Canada's "AI for All"Canada has produced world-class researchers who laid the foundations of deep learning, including Geoffrey Hinton, Yoshua Bengio, and Richard Sutton, and it still boasts one of the world's leading concentrations of AI talent. At the same time, business AI adoption stands at 12%, AI literacy ranks 44th of 47 countries, and trust in AI ranks 42nd. On top of a structure in which strong research has not translated into broad adoption, Canada depends on foreign companies for most of its compute and cloud. The newly announced strategy seeks to close this gap through the following six pillars.1. Protecting Canadians and Safeguarding DemocracyCanada will modernize its privacy and online safety laws, counter deepfakes, and invest CAD 50 million in its AI Safety Institute. It will also create a new program, the Canada Trusted AI Certification, to help consumers identify trustworthy AI products.2. Building Canadians' Ability to Use AIThe strategy sets out free AI education for one million entry-level post-secondary students, access to AI agents for all post-secondary students, and the creation of 90,000 AI-related job opportunities.3. Driving AI Adoption for Economic GrowthCanada will invest more than CAD 1 billion in supporting AI adoption among small and medium-sized enterprises (SMEs), through financing programs from the government-backed BDC and initiatives delivered by regional development agencies. It will also launch an "AI Missions" program to tackle societal challenges with AI, committing CAD 200 million to its first mission: applying AI to health care. This effort aims to advance diagnosis and treatment and improve the quality of care, including higher survival rates. The goal is to raise business AI adoption to 60% by 2034.4. Building Canada's Sovereign AI FoundationThis is the heart of the strategy. A sovereign AI foundation means keeping the underpinnings that power AI, such as compute, data centers, and data, under domestic control. Canada will build a world-leading public supercomputer by 2031 and support the construction of large-scale AI data centers of 100 MW or more, leveraging its cold climate and an electricity grid that is more than 83% clean power. It will also invest a total of CAD 200 million in building the infrastructure to make use of the abundant medical data generated by its universal health care system. Through these efforts, Canada aims to keep the foundations that power AI in its own hands rather than depending on other countries.5. Supporting the Global Expansion of Promising Domestic CompaniesOut of concern that nearly 70% of promising startups end up relocating their headquarters abroad, Canada will establish a CAD 500 million growth fund and has stated that the government may, at times, take equity stakes in promising companies. It will add CAD 700 million by expanding an existing support program so that SMEs can access affordable domestic AI compute (sovereign compute). The strategy also positions Cohere, which develops foundation models, and LawZero, which conducts AI safety research, as national strategic assets.6. Building Trusted International AlliancesCanada will expand the Sovereign Technology Alliance, launched with Germany in February 2026, to share AI models, infrastructure, and procurement among allied nations. The aim is to move away from dependence on hyperscalers (major cloud providers), shifting "from reliance to resilience."Cutting across these six pillars, the strategy also sets national targets: 250,000 new jobs, a boost to GDP of roughly CAD 200 billion (about 3%), and 60% AI adoption.Sovereign AI Trends in Canada and JapanWhy is Canada so focused on "sovereignty"? The strategy document describes the current situation candidly: Canadian researchers train models on foreign clouds, companies store sensitive data under foreign jurisdictions, and the government relies on infrastructure it does not own. Amid spreading global trade disruptions, the risk of entrusting AI infrastructure to "platforms that can be restricted or withdrawn at the discretion of a foreign government" has suddenly become real.For that reason, Canada has adopted a pragmatic "build-partner-buy" approach to the foundations of sovereignty, namely compute, data, talent, and infrastructure: building domestically where possible, partnering with trusted allies where necessary, and purchasing from the market when appropriate.This direction is not unique to Canada. While the term "Sovereign AI" is not widely used in Japan, the same direction is steadily taking shape there as well, through support for domestic cloud and compute under the Economic Security Promotion Act, and through GENIAC, a project by the Ministry of Economy, Trade and Industry (METI) and NEDO (New Energy and Industrial Technology Development Organization) to support the development of domestic generative AI foundation models. For Japanese startups, Canada's example is not a distant story but a useful lens for reading their own policy environment.Key Points for Startups and InvestorsReading Canada's strategy makes it concretely clear what kinds of markets and business opportunities emerge as AI spreads. Issues such as government procurement, AI infrastructure, and safety evaluation may grow in importance in Japan as well. For startups and investors in Japan's AI and deep tech sectors, the following three points are especially worth noting.First, governments are becoming anchor customers, the first major customers that support a venture's launch. Canada has positioned government procurement as an engine of growth for domestic companies through its Buy Canadian policy, and has even moved to take equity stakes. In Japan too, the government is advancing both support for domestic AI development and adoption across public administration, and how to capture government demand is emerging as a key question for growth strategy.Second, there is opportunity in the layers surrounding AI infrastructure. Canada's strategy spans the entire AI-related industry, from data center cooling, power, and networking to chip packaging and AI safety evaluation and certification. What this reveals is that there is room for deep tech to enter not only foundation model development itself, which demands enormous capital and talent, but especially the surrounding areas. The same can likely be said for businesses in Japan.Third, safety and trust themselves become competitive strengths. Canada is investing in certification programs, watermarking of AI-generated content, and safety evaluation, seeking to turn trustworthiness into a clear signal that the market can identify and reward. This mindset of treating regulatory and safety compliance as a strength rather than a burden is equally effective in the Japanese market, where safety is also closely scrutinized. Designs that can securely handle sensitive data will be a clear selling point going forward.ConclusionCanada's "AI for All" is a national strategy that brings together regulation, education, adoption support, infrastructure, company building, and international alliances around three axes: trust, opportunity, and sovereignty. The sovereign AI thinking at its core overlaps with the direction Japan has pursued through economic security policy and domestic foundation model development.
